Quang Nam seaport will have a breakthrough in the near future
12/04/2022Truong Hoan Lac, Director of Quang Nam Maritime Ports (Vietnam Maritime Administration), said that in the past years, the seaport of Quang Nam region has had an outstanding development in cargo output.

In 2021, despite facing difficulties due to COVID-19, cargo production in Quang Nam seaport area still reached the target of more than 2.5 million tons of cargo, including general cargo and container cargo.In the first three months of this year alone, Quang Nam seaport still maintained good growth with output of over 702,820 tons; in which: exports: 144,050 tons; imports: 86,847 tons, domestic goods: 471,923 tons.
According to Mr. Truong Hoan Lac, with the rate of development of production and the amount of goods in the past time, especially the amount of goods exported and imported through the seaports of Chu Lai Open Economic Zone has increased rapidly, at most, machinery, components and equipment for projects and works of the economic zone. Therefore, in 2022, it is forecasted that the amount of goods passing through Quang Nam port will reach over 4 million tons, by 2030, the total amount of goods passing through Quang Nam area will reach 13-16 million tons.
“The reason for forecasting the amount of goods passing through Quang Nam seaport area will grow is that in the coming time, there will be many projects upgraded and expanded by port operators, to receive ships with high tonnage into the ports in Chu Lai. In addition, Quang Nam Provincial People’s Committee is developing a project to call for investment in the project of 5 ten thousand tons of Cua Lo stream associated with Tam Hoa non-tariff zone and 5 ten thousand tons of Tam Hiep container terminal, “Truong Hoan Lac said.
Assessing the ability to connect with other modes of transport, Truong Hoan Lac confirmed that Quang Nam has many advantages when it comes to all types of transport (airport, highway, railway, sea). Connected transport infrastructure is quite synchronous, the task now is to explore the local potential to develop the appropriate seaport.
Regarding the project of 5 ten thousand tons of Cua Lo stream associated with Tam Hoa non-tariff zone and the container terminal of 5 ten thousand tons of Tam Hiep, the representative of the Vietnam Maritime Administration said that in the announcement No. 76/TBTNMT of the People’s Committee of Quang Nam province, it was agreed that the policy for Truong Hai Group Joint Stock Company (Thaco) to support the consultant to study and complete the pre-feasibility study report for the implementation of this project.
Quang Nam Provincial People’s Committee requests the Provincial Management Board of Economic Zones and Industrial Zones to coordinate with the Department of Transport to complete the dossier and procedures for submission to competent authorities for approval; At the same time, the Provincial People’s Committee advises the Prime Minister, the Ministry of Transport, the Ministry of Planning and Investment to allow the preparation of a report on investment proposals for investment projects on construction, operation and operation of 5,000 tons of ships associated with Tam Hiep port and non-tariff area, Tam Hoa port.
Sharing about the state management in the maritime sector in the area, Director of Quang Nam Maritime Port Truong Hoan Lac said that the unit is currently performing the function of state management in Ky Ha seaport waters, including Chu Lai port.
In the past years, the port has well performed the function of advising on the development of seaport planning and development plans, ensuring the uniformity and consistency between sectoral planning and local socio-economic development planning, helping to reach the full potential and available advantages of the province.
In parallel, it focuses on removing bottlenecks, improving the efficiency and effectiveness of state management; promoting the reform of administrative procedures through the exploitation of the national one-stop shop mechanism, application of technology, electronic license registration for ships entering or leaving ports.
Currently, Quang Nam Maritime Port is providing online public services at levels 3 and 4 for most administrative procedures for ships entering and leaving seaports.
Accordingly, the procedural time is reduced from 1 hour in the past to 15-30 minutes. The electronic procedure settlement rate reaches 98%, creating a favorable and transparent environment for the operation of enterprises. This creates momentum for maritime activities in the development area, in accordance with the requirements of the International Convention; highly appreciated by maritime agents, shipping companies and maritime transport enterprises, contributing to improving the competitiveness of Quang Nam seaport.
In particular, Quang Nam Maritime Port said that the unit always identifies innovation, creating a open working environment, improving the quality of service is a key task, throughout. Since then, there has been a high unity in leading, directing, operating, thoroughly implementing resolutions and action programs of the Central Government, Vietnam Maritime Administration and Quang Nam province; suing the whole organization, management and administration innovation.
The representative of the Vietnam Maritime Administration assessed that, with the advantage of owning more than 100km of coastline, Quang Nam was identified by the Ministry of Transport as an important seaport center in the Central region. Although newly established in 2011, as the state management agency for navigation in seaports, Quang Nam Maritime Port has constantly innovated, improved efficiency and effectiveness in administration; creating favorable conditions for Quang Nam seaport operations to become one of the focal points of the service economy.
Regarding ensuring maritime safety and security, representatives of Quang Nam Maritime Port shared and determined that marine economic development must be harmoniously associated with social development and environmental protection. Therefore, the safety, maritime security and prevention of environmental pollution are always paid great attention by the unit. Accordingly, the port has implemented many solutions, focusing on improving the quality of inspection of ships to the port.
Information on the implementation of the master plan for the development of Vietnam’s seaport system to 2020, orientation to 2030 has been approved by the Prime Minister, Mr. Truong Hoan Lac said that in this master plan, Quang Nam seaport (Chu Lai Port) of Truong Hai International Shipping Company (Thilogi) is one of the 15 seaports of the country planned from type 2 (local general port) to type I seaport (national port, regional hub).
In order to develop Chu Lai port commensurate with the scale and volume of cargo exploitation of Class I seaport, the Provincial People’s Committee has approved the mission outline and cost estimate for survey and development planning of Chu Lai seaport oriented to 2030. The goal is to develop the Chu Lai seaport system to become one of the focal points for domestic and international transport and trade of the Central region and the Central Highlands; a gateway connecting to the South China Sea of the Central Highlands, South Laos, Northeast Cambodia and Thailand.
Mr. Truong Hoan Lac, Director of Quang Nam Maritime Port, added that in 2022, Quang Nam province will complete the upgrade of the Chu Lai port inflow route from a depth of -8.1m to -10m, ensuring the reception of ships with heavy load. This will contribute to the harmonious development of road and water transport modes…; combining infrastructure development, vehicles and types of transport effectively.
