Developing supporting industries for Hai Phong’s transport engineering industry
27/04/2022Hai Phong’s transport mechanical industry (including motor vehicle manufacturing industry, shipbuilding industry) in the period 2017-2020, grew quite high, reaching 22.26% per year on average.
In 2020, the shipbuilding industry grew higher than other industries, the index of industrial production increased by 33.57%. However, the shipbuilding industry is unstable, which is due to the lack of a new shipbuilding market, most of the machinery, equipment and materials depend on foreign suppliers. By 2021, the shipbuilding industry will continue to face many difficulties, reducing the industrial production index to 23.21%. Supporting industrial products of the shipbuilding industry include: assembly of ship diesel engines, production of boilers, hatch covers of ships, painting of ships, interior of ships, welding rods, welding wires, fireproof doors, anchor chains, anchors, marine instruments, etc.

For the motor vehicle industry, the average growth in traditional products of less than 10 tons is maintained. In 2019 and 2020, due to the contribution of Vinfast automobile production complex, the growth of the sector was high. In 2020, the index of industrial production will increase by 19.03% and to 57.27% by 2021. Regarding industrial products supporting the automotive assembly industry, Japanese enterprises have invested in the production of automotive tires, automotive wiring harnesses, telephone speakers, automotive sound systems, airbags for safety protection and automotive steering, materials and components for airbags for protecting people on automobiles; components for automotive parts, oil felts, bushings, automotive rubber components; plating and heat treatment of automotive components…
Vingroup is also building an industrial park to support automobile production with an area of 70 hectares with many other auxiliary projects with a total investment capital of VND 100,000 billion. Currently, Vinfast automobile production complex attracts FDI enterprises to invest in large-scale factories including: production of spare parts, assembly of front axle, rear axle, car seats; production of front and rear barriers for cars; stamping and welding details of car chassis… Domestic enterprises have produced components, accessories, detailed assemblies (iron cylinders, cases, tanks, fuel tanks, electrical conductor assemblies, stamped plate components…) to meet the demand for production and assembly of domestic cars with a rate of more than 30% is quite competitive in quality and fine arts.
In addition to the advantages, Hai Phong’s supporting industry has many difficulties such as not being clearly shaped and the number of supporting industrial establishments is still small. Industries are the strength of Hai Phong but the supporting industry has not yet flourished, namely: The shipbuilding industry has almost no supporting industry yet; The automobile manufacturing and assembly industry, although it enjoys many preferential policies of the state, has attracted only a small number of spare parts manufacturing enterprises to participate in the supply chain.
In the coming time, in order to strongly develop the industry to support the mechanical engineering and transportation industry, Hai Phong should focus on improving and implementing mechanisms and policies to promote the development of supporting industries; Effectively implement the Industrial Development Program to support Hai Phong city to 2025, oriented to 2030; Promote promotion and investment activities to develop projects to produce supporting industrial products in the city; Improve support capacity and human resources for supporting industrial development, science and technology capacity for supporting industrial enterprises.
Towards a modern, civilized, sustainable industrial city
Resolution 45-NQ/TW, dated January 24, 2019 of the Politburo on construction and development of Hai Phong city to 2030, vision to 2045 with high-realistic goals, orientations and solutions, has opened the historical moment for Hai Phong city in the 2020-2025 term and the following years.
Target: By 2025, Hai Phong city will basically complete the cause of industrialization and modernization; become an industrial city in the direction of modernization; be the focus of marine economic development, international tourism center; complete the construction of the city administrative-political center in the North River Urban Area; the material and spiritual life of the People is enhanced; social order and safety is ensured, national defense and security are maintained; organize the Party, the political system is clean, strong, lean, efficient and effective operation; create a solid foundation to become a modern, civilized and sustainable industrial city of Southeast Asia by 2030.
In order to strive to achieve those goals, the city sets out the main tasks and solutions, which are:
(1) Strengthen budget revenues and expenditures; improve the business investment environment; promote economic development sectors.
(2) Renovating the growth model, restructuring the economy towards the development of 03 main pillars: high-tech industry; seaports-logistics; tourism-trade.
(3) Construction, development and modernization of Hai Phong urban area; development of synchronous and modern transport infrastructure.
(4) Investment in rural infrastructure development is associated with the implementation of new model rural construction, suitable for urbanization.
(5) Improve the effectiveness and efficiency of land and resource management, environmental protection and biodiversity, actively respond effectively to climate change and sea level rise.
(6) To build Hai Phong as a center of education, training and health of the North Coast region; the main focus of marine science and technology development of the country.
(7) Developing culture, implementing social progress and equity, improving the material and spiritual life of the people.
(8) Improve the efficiency and effectiveness of state management, promote administrative reform; prevent corruption, practice saving and combat waste.
(9) Strengthening national defense and security; resolutely and persistently fighting to protect and maintain the independence, sovereignty, unity and territorial integrity of the country; maintaining political security, social order and safety.
(10) Effective implementation of foreign affairs and international integration, consolidating a peaceful, stable and favorable environment for city development.
