Approving the policy of expanding Vat Cach port in Hai Phong seaport

Vat Cach Port Joint Stock Company has just been approved by the Ministry of Transport (Transportation) to expand Vat Cach Port in Quan Toan Ward, Hong Bang District, Hai Phong.

The Ministry of Transport has just sent an official dispatch to the Vietnam Maritime Administration and Vat Cach Port Joint Stock Company approving the policy of expanding Vat Cach port in Hai Phong seaport.

According to the Ministry of Transport, in Decision No. 1579/QD-TTg dated September 22, 2021 of the Prime Minister approving the master plan of the seaport system in the period of 2021-2030, with a vision to 2050, the Cam river wharf area. – Pha Rung is planned “with the scope of land and water along the Cam River (from the downstream of Kien Bridge to the upstream of Bach Dang Bridge) and the water area of the Pha Rung channel (from the area of Pha Rung Shipyard); Do not develop and expand, gradually relocate and convert the functions of existing ports from the area of Bach Dang bridge to the downstream of Vat Cach port with a roadmap consistent with the city development planning. Hai Phong; vessel size up to 10,000 tons or larger, suitable to the conditions of navigational channels and the clearance of river crossing works.

Based on the foregoing, Vat Cach wharf is located on the left side of the Cam river navigation channel, within the land and water area along the Cam river (from downstream of Kien bridge to upstream of Bach Dang bridge). under the scope of non-development, expansion, relocation according to the content of Decision No. 1579/QD-TTg.

Therefore, the Ministry of Transport assesses that the proposal of Vat Cach Port Joint Stock Company on the expansion of Vat Cach port for ships of up to 5,000 tons is not contrary to the Master Plan on development of seaports for the period 2021-2030, vision to 2050 has been approved by the Prime Minister.

In addition, the Ministry of Transport is currently directing the Railway Project Management Board to urgently speed up the implementation progress of the project “Renovating stations on Northern railway lines”, in which the investment item railway line connecting Vat Cach port, scheduled to start construction in the first quarter of 2023, to be completed in 2024. According to the proposal of Vat Cach Port Joint Stock Company, the main goal of the upgrading and expansion of Vat Cach port is to connect. synchronized with the investment in upgrading the adjacent Vat Cach station, gradually receiving goods via railway to replace Hoang Dieu port area and goods on the railway connecting Chua Ve port to Hoang Dieu port.

In addition, according to the project on relocation of Hoang Dieu port area in Hai Phong seaport of the State Capital Management Committee at enterprises, which is expected to be submitted to the upcoming Prime Minister, the plan to transport goods by rail to Hoang Dieu port (sulphur, ore, apatite…) is to use the port and railway station in Vat Cach port.

Therefore, the objective of expanding Vat Cach port as proposed by Vat Cach Port Joint Stock Company is basically consistent with the Scheme.

“In order to meet the production and business needs of enterprises and contribute to the handling of cargo throughput due to the relocation of Hoang Dieu port area, the Ministry of Transport has approved the policy of expanding Vat Cach port in Hai Phong seaport as proposed by Vat Cach Port Joint Stock Company and the unanimous opinion of the Vietnam Maritime Administration”, the Ministry of Transport stated.

The Ministry of Transport assigned Vat Port Joint Stock Company to implement the next steps in compliance with specialized maritime regulations, regulations on construction investment and relevant provisions of law to ensure security and safety of cargo; fire prevention and environmental protection.

Due to the proposed port expansion towards the river, Vat Cach Port Joint Stock Company is responsible for designing and expanding the wharf edge line to ensure compliance with the provisions of Decree No. 143/2017/ND-CP dated December 14. 2017 of the Government Regulations on protection of marine structures and relevant provisions of law; prepare a plan to ensure maritime safety in service of the construction and operation of the port and submit it to the competent authorities as prescribed.

Vat Cach Port Joint Stock Company will also have to closely coordinate with the authorities of the Committee for the Management of State Capital at Enterprises and the Vietnam Railways Administration to ensure the plan and scale of the expansion of Vat Cach port in line with the specialized railway planning, the investment implementation plan for the construction of Vat Cach station and the detailed plan on using the port and railway station in the project on relocation of Hoang Dieu port area approved by the competent authority.
