Vietnam’s fleet of ships continues to be on the “White List”

More than 1,200 Vietnamese ships are in operation
At the Conference to summarize the year 2022 and deploy the tasks in 2023 of the Vietnam Register, Mr. Nguyen Vu Hai, Deputy Director of the Vietnam Register, said that as of December 2, 2022, the fleet of ships flies the national flag. Vietnam is maintaining operations with 1,246 ships (down 19 ships compared to 2021) with a total tonnage of 10.9 million tons, a total capacity of 6.7 million GT.
Of these, there are 602 ships operating on international routes with a total tonnage of 9.52 million tons and a total tonnage of 5.84 million GT, of which 292 ships are dual-carrying ships of the Vietnam Registry Department – Foreign Registry with a total capacity of 5.84 million GT. tonnage is 7.11 million tons, total capacity is 4.33 million GT.
In 2022, 84 ships were withdrawn due to overdue inspection, sinking accidents, selling abroad or switching to inland waterway navigation. In addition, there are 27 newly registered ships in VR’s classification (20 ships purchased from abroad, 7 ships completed and newly built).
Currently, there are 90 shipbuilding and ship repair establishments nationwide that have been assessed and recognized by the Vietnam Register to be eligible for shipbuilding, conversion and ship repair business; 87 ship service providers have been assessed and recognized for their maritime service provider capacity. In 2022, the Department assessed 8 shipbuilding facilities and 24 service providers.
In terms of ship design appraisal, in 2022, the ship design appraisal will fully meet the requirements for quality, safety and prevention of environmental pollution for the shipbuilding and shipbuilding industry.
In 2022, the Vietnam Register has appraised 17 new shipbuilding designs; design and prepare entry dossiers for 7 ships; conversion design for 16 ships; Additional design, revision for 367 designs and appraisals of 54 industrial products of all kinds, 430 manuals. Compared to 2021, the design of new ships does not increase in number, but the new ships are slightly better in size.
In addition, nationwide, there are 66 new ships under construction. From the beginning of the year to November 30, 2022, 18 ships were officially awarded (including new-build and converted ships); 38 ships have stopped construction for more than 2 years.
The Vietnamese fleet is on the Tokyo MOU’s White List
The functional performance ratings of flag states, often referred to as the “Back, Gray and White List” are used to assess the functional performance of ships flying its flag.
The countries on the white list have the highest level of functional performance, followed by the countries on the gray list – with the average level of functioning; Finally, the countries with the weakest performance levels are blacklisted.
Deputy Director of the Vietnam Registry Department Nguyen Vu Hai said that in 2022, the unit has carried out 1,563 inspections of ships in operation; requested foreign registry organizations to assist in inspecting 173 Vietnamese ships operating at foreign ports out of 602 Vietnamese ships operating on international routes.
The Vietnam Registry Department regularly updates, disseminates and guides the application of new regulations; review and complete the work processes under the Quality Management System ISO 9001: 2015; promote strict control of the assessment and recognition of the capacity of shipbuilding and repair facilities, maintenance and testing facilities related to ship technical safety and quality; well perform the cooperation in the inspection of ships abroad; strengthen control through the review of online inspection records and ship inspection records.
As a result, the quality of technical supervision of ships in operation is well maintained by promoting synchronous management measures and raising awareness about the work of surveyors.
From January 1, 2022 to November 30, 2022 at the Tokyo MOU area, a total of 13 Vietnamese-flagged ships were detained through inspection by the Port State Inspector (PSC) out of a total of 680 visits. check. The PSC retention rate is 1.9%.
Tokyo-Mou’s 2022 annual report continues to evaluate the Vietnamese fleet on the Tokyo MOU’s White List (ranked 24 out of 40 countries in the White List). The Vietnam Register continues to be evaluated and ranked in the group of registries performing good functions (ranked 10/17 registries performing good functions).
Standing on the “White List” not only brings prestige to the fleet in the international market, but also is especially useful for businesses.
In fact, being placed on the “Black List” means that ships are noticed more inspection and the possibility of being detained is also higher; When being kept, they will have to cancel the schedule, affecting the transportation plan, the ship owner is at risk of being heavily fined by the goods owner, increasing the cost of mooring …
In the past two years, when our fleet of ships was ranked on the “White List”, ships of Vietnamese enterprises were recognized by international carriers as safer, less inspected by ports, and more reputable. be more advanced and have more chances to win freight transport contracts, increase business efficiency of shipping enterprises.
Some shipping companies said that the national fleet’s escape from the “Black List” helps businesses not to delay their flights, delay delivery time and not be discriminated against when negotiating contracts with foreign ships, increasing their strength.
