Ha Tinh has made many efforts to attract investment and develop the seaport system

Appreciating Ha Tinh’s efforts to attract investment and develop the seaport system, Deputy Minister Nguyen Xuan Sang affirmed that the Ministry will always support and coordinate closely with the province in the process of developing the seaport system to ensure modernity and high efficiency.

On the afternoon of March 31, Deputy Minister of Transport Nguyen Xuan Sang and his delegation held a meeting with the Provincial People’s Committee on issues related to Ha Tinh’s maritime sector. Chairman of the Provincial People’s Committee Vo Trong Hai, Standing Vice Chairman of the Provincial People’s Committee Nguyen Hong Linh received and worked with the delegation.

Ha Tinh seaport system is planned by the Prime Minister to develop Vietnam seaport in the period 2021 – 2030 with a vision of 2050 as a class I seaport in the seaport group No. 2 (North Central seaport group) including: Son Duong terminal, Vung Ang port, Xuan Hai, Cua Soi, Xuan Giang petrol terminal.

Among these, Vung Ang and Son Duong terminals have the function of serving inter-regional socio-economic development, transferring part of transit goods to Laos and Thailand, with general terminals, containers, bulk goods, liquid/gaseous goods.

Up to now, Vung Ang terminal has 4 wharves, the terminal has been put into operation, 5 wharves are under construction and enterprises are surveying to apply for investment policy to build some other wharves. Son Duong terminal area now has 13 wharves authorized for use by Vietnam Maritime Administration.

Detailed planning of land and waters of Ha Tinh seaport in the period of 2021 – 2030, vision to 2050

Vung Ang area is planned to block the wave in the north of Vung Ang with a length of 370m and 1,850m in the west. Currently, the North cofferdam has been built with a length of 260m, the West cofferdam has not been built yet. With Son Duong area, Formosa’s terminal has been planned and built to complete the 5,243m long cofferdam, and the petrochemical refining backup terminal has not been planned.

In order to increase the efficiency of port operation in Vung Ang, the Provincial People’s Committee has approved the planning of Vung Ang Logistics Center, has approved the policy of investing in Vung Ang Logistics Center for Lao-Vietnam International Port Joint Stock Company; is considering the proposal of Hoanh Son Group Joint Stock Company and some other investors.

The province has also proposed the Ministry of Transport to consider investing in upgrading national highway 12c from Vung Ang to Dong Le (Quang Binh province) to attract goods and support the development of seaports.

In order to facilitate the attraction of investment and construction and exploitation of Ha Tinh seaport, especially Vung Ang – Son Duong terminal area, the province has actively proposed the Ministry of Transport to allow the province to study the detailed planning for the development of Ha Tinh land and seaport water, on the basis of which it proposes the Vietnam Maritime Administration to review, integrate and submit to the Prime Minister for approval the detailed planning of seaport group No. 2, and at the same time submit to the Ministry of Transport for approval the detailed planning of Ha Tinh seaport.

The Standing Vice Chairman of the Provincial People’s Committee, Nguyen Hong Linh, suggested that the consultancy unit when making detailed planning of Ha Tinh land and seaport water in the period 2021 – 2030 with a vision to 2050 should follow the provincial planning and development orientation of Vung Ang Economic Zone as well as the actual investment situation here.

At the meeting, Ha Tinh Seaport Engineering Design Consulting Joint Stock Company (the consultant in charge of making detailed planning of Ha Tinh seaport) reported at the beginning of the study period, proposed detailed planning of land and water of Ha Tinh seaport in the period 2021 – 2030 with a vision to 2050.

After listening to the report of the consultant, delegates of concerned departments, branches and units discussed and commented on each current practical survey content to integrate into the planning.

Speaking at the meeting, Chairman of Vo Trong Hai Provincial People’s Committee expressed thanks for the attention and direction of the Ministry of Transport and its subordinate units to Ha Tinh in synchronous investment in transport infrastructure in general and the seaport system in particular.

The Chairman of the Provincial People’s Committee emphasized that in the past years, Ha Tinh has made great efforts in investing and developing the seaport system, such as the signing of a “Memorandum of Understanding” with Saigon New Port Corporation on cooperation in surveying, investment cooperation, exploitation and development of seaports and Vung Ang – Son Duong Logistics Center.

From here, Vung Ang port has picked up many container ships of the companies that are members of Saigon New Port Corporation to export/import containers to domestic ports. The province also has a policy to support container ships crossing Vung Ang port.

The Chairman of Vo Trong Hai Provincial People’s Committee wishes that in the coming time, the Ministry of Transport and its subordinate agencies continue to pay attention and support to the province to invest in the construction of the seaport system to meet the development requirements.

For the detailed planning of land and water of Ha Tinh seaport in the period 2021 – 2030, vision 2050, the Chairman of Vo Trong Hai Provincial People’s Committee assigns relevant departments and agencies of the province to closely coordinate with the consultancy unit in the detailed planning process to submit to the Ministry of Transport for approval soon.

Concluding the meeting, Deputy Minister Nguyen Xuan Sang highly appreciated Ha Tinh’s efforts to attract investment and develop the seaport system.

The Deputy Minister suggested that the locality should actively coordinate and urge the consultant to vigorously speed up the detailed planning of Ha Tinh land and seaport waters and actively attract and call for investors to build wharves and terminals. On the part of the Ministry of Transport, it will always support and coordinate closely with the province in the investment process, orienting the development of the seaport system in a synchronous, modern and effective manner.

Deputy Minister Nguyen Xuan Sang also requested the consultant during the detailed planning of Ha Tinh land and water port in the period 2021 – 2030, vision to 2050, it is necessary to put Ha Tinh seaport into the detailed planning of seaport group No. 2 (North Central seaport group) and stick to the master plan for the development of Vietnam seaport system in the period 2021 – 2030, vision to 2050 has been approved by the Prime Minister.

Earlier, Deputy Minister Nguyen Xuan Sang and members of the mission visited and surveyed wharf No. 3, Vung Ang terminal, Vung Ang liquefied petroleum terminal and Son Duong terminal (Ky Anh town).
