Can Gio Transit Terminal – Benefits for Country, Locality and Business
29/03/2022(Chinhphu.vn) – The development of international transhipment port in Can Gio area is an effective solution to reduce logistics costs, help Ho Chi Minh City improve the proportion of services in the economic structure, and contribute to making Vietnam a strong maritime country.
From the Prime Minister’s direction to the international freight forwarding area in Vietnam
In November 2021, within the framework of the working trip of Prime Minister Pham Minh Chinh to France, Vietnam Maritime Corporation (VIMC) and Mediterranean Shipping Company (MSC) – the world’s leading container shipping company – participated in the Prime Minister’s working meeting with some leading French and European corporations and signed a Framework Agreement on cooperation in the field of development of seaport infrastructure and logistics services. Here, the Prime Minister has tasked VIMC and the investor group in the next 10 years to mobilize capital of about 10 billion USD and attract goods from other countries to Vietnam, making our country an international cargo transit area.
Implementing the direction of the Prime Minister, VIMC and partners have studied, regularly exchanged and reported to the State Capital Management Committee at the enterprise, the Ministry of Transport, the People’s Committee of Ho Chi Minh City and received support on the development of international transhipment port in Can Gio area, Ho Chi Minh City.
Speaking at the Prime Minister’s National Online Conference with SOEs on March 24, Mr Le Anh Son, Chairman of the Board of Directors of Vietnam Maritime Corporation confirmed that the establishment of a large-scale logistics service center is expected to have positive impacts, spreading, facilitating the development of commercial, service, manufacturing, financial activities, types of maritime services…
“VIMC and MSC have been accelerating the research and proposed to develop an international container transhipment port in Can Gio area capable of receiving mother ships of up to 250,000 dwt, the total length of the main wharf is about 6.8 km, the land use demand is about 570 ha. The design capacity is 15 million TEUS, “said Mr Son.

VIMC and its subsidiary Saigon Port have made efforts to work with foreign partners to concretize the contents of cooperation, investment and operation, and timely report and receive the support and support of the State Capital Management Committee in enterprises, Ho Chi Minh City People’s Committee and the Ministry of Transport in the implementation process.
Specific mechanism to make good use of the opportunity
Aiming to make good use of the opportunity to fully converge the necessary and sufficient conditions to develop international container transhipment services, bring national, local and effective benefits to enterprises, the Chairman of the Board of Directors of VIMC proposes to apply the form of contractor appointment to select investors as prescribed in Clause 4, Article 22 of the Bidding Law or apply the form of investor selection in special cases as prescribed in Article 26 of the Bidding Law. According to the recommendation, the People’s Committee of Ho Chi Minh City is responsible for preparing a dossier of proposals to apply the investor selection plan in special cases and submitting it to the Prime Minister and the Ministry of Planning and Investment for appraisal in accordance with Articles 73 and 74 of the Government’s Decree No. 25/2020/ND-CP dated February 28, 2020 detailing the implementation of a number of articles of the Bidding Law on investor selection.
In addition, VIMC believes that it is necessary to update and add the project to the planning, including the Master Plan for the development of Vietnam’s seaport system in the period 2021-2030, with a vision to 2050 to ensure the project is implemented in accordance with the relevant planning.
Along with this is the review and amendment of Decree 86/2020/ND-CP, according to which for the purchase of seagoing ships, the provisions of Clause 1, Article 22, Decree 171/2016/ND-CP have been implemented previously.
“Development of international transhipment port in Can Gio contributes to the implementation of the vision to make Vietnam a strong sea state, sustainable development, prosperity, security and safety in Resolution 36-NQ/TW dated October 22, 2018”, Le Anh Son believes.
In addition to investment in seaport development, VIMC will also focus on restructuring the fleet, cooperating with MSC to research and develop the container fleet and container feeder network connecting Vietnam’s seaports, cooperating with participants on transport routes in the Asian and intercontinental regions to maximize the capacity and competitive advantages of the project.
